One itinerary, separate legal environments
A licence accepted for a short visit in one GCC state may need a translation, temporary permit or different process in another. The answer can also change with residence status, licence-issuing country and length of stay.
The same separation applies to the vehicle. Driver eligibility, vehicle authority and insurance are three independent layers; none should be inferred from the others.
Ask the same five questions in every country, but accept only a country-specific official answer.
What official guidance shows
Oman's Royal Oman Police states in its visitor FAQ that a visitor may use a home-country licence during a visit visa for up to three months, while residents require an Omani licence. Eligibility still needs confirmation for the specific licence and status.
Qatar's official Hukoomi guidance says visitors may use approved home-country licences for one week and may apply for a temporary licence valid up to three months, subject to Traffic Department requirements.
UAE government guidance and the 2025 federal framework provide the national baseline, while recognition and operational requirements should be confirmed through competent UAE channels for the traveller's exact case.

- Is this exact national licence recognised for this visitor status and duration?
- Is an IDP, certified translation or temporary local licence required?
- May this owned, rented, financed or company vehicle enter and transit?
- Which insurance is compulsory, where is it obtained and when does cover begin?
- Which traffic, toll, parking and incident rules differ from the previous country?
- Which official source was checked, and at what date and time?
Regulatory discipline for a six-country region
Saudi Arabia, Bahrain and Kuwait should be checked through their competent traffic, border and insurance channels before each trip. The fact that a traveller crossed previously is not proof that current conditions are unchanged.
IFA recommends saving official pages offline, recording the verification time and keeping a contingency route when a border, vehicle type or traveller status introduces uncertainty.
